Valve has not shed any info about the game other than some concept art back in 2008. A year later still nothing. No news on the current state of development has been given to the public, wherever you heard it was already released is only a rumor. People can only guess when it will be released which is soon i hope. Most people are looking at summer on 2010 for a release date of episode 3.
