   you wont get anything like that its gonna cost more than 50 bucks and you have to download so nothing

   Could you possibly go up to $99? The Simpsons Movie used Toon Boom — and their Express Edition is selling for $99.

   Otherwise, you might check out some free versions of software — but unfortunately, those require a download, so I won’t mention them here.

   Use Blender. Its free GPL software for 3D Animation and 3D Modeling.
   My Blender wrok sample.
   You can make characters like this
